Are seminaries just for men who already have college degrees?

No. While it is necessary to have an undergraduate degree (i.e., bachelor's degree) to be accepted and study at a graduate school of theology (i.e., major seminary) there are also minor seminaries where a person can discern his calling to the priesthood and earn a bachelor's degree.

While there are high school seminaries throughout the United States, the Diocese of Greensburg does not accept candidates without a high school diploma.
