The Scouter Development program is held in conjunction with the retreatoree. It offers training in spiritual formation for adult Scouters at any level. It is open to men and women of all faiths, although the theology is Roman Catholic. Scouters of other faiths are asked to reflect on the concepts and discussion in light of their own faith traditions.
The program consists of a series of guided discussions and reflective experiences covering areas of spiritual development such as leadership, holiness and conversion. Scouters live these values in their homes and communities, Scout packs, dens, troops and posts.
The Roman Catholic Church accepts and encourages Scouting as a form of youth ministry. The Scouter Development training helps ensure that Scout leaders promote a clear understanding of the twelfth point of the Boy Scout law: A Scout is Reverent.
